     <title>When does RdSAP 10 start?</title>

A summary of the changes are as follows:</p><p></p><ul><li>Assessors will be required to measure all windows- This represents a move away from the assumption of typical glazing areas for the age of property. The benefit of this that it will be more reflective of the property being assessed and thereby more accurate.</li></ul><p></p><ul><li>Additional options for roof rooms– Assessors will be required to take a couple of additional measurements in order to capture the different construction types of any common wall and gable walls.</li></ul><p></p><ul><li>New age band – Introduction of new age band for properties built from 2023 onwards to show improvement in u-values.</li></ul><p></p><ul><li>New region added– The Isle of Man has been added as a region alongside England, Wales, Scotland and Northern Ireland.      <title>Darlington Council announce strategy to help tenants enjoy warmer, more energy efficient homes</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>The ambitious plan that will see the Councils stock of 5,274 homes enjoy improved energy efficiency and cheaper fuel bills for tenants has now been published and is available to view at <a href="http://www.darlington.gov.uk/housing" rel="noopener noreferrer" target="_blank">www.darlington.gov.uk/housing</a> under ‘Our policies and performance’.</p><p>In addition, the strategy sets out work that will see council homes across the borough reaching the Government’s targets for energy efficiency and net zero carbon.</p><p>The residential housing sector accounts for 22% of the UK’s carbon emissions. As the largest social housing provider in Darlington, the council is committed to ensure its housing stock (which makes up approx. 10% of all the residential dwellings in Darlington) meets the Government’s targets for homes to meet a minimum of Energy Performance Certificate (EPC) rating of C by 2030 and net carbon zero by 2050.</p><p>The council has already made good progress to achieving this aim with a programme of work that has seen all remaining single glazed homes upgraded to double glazing. Almost £3million has been secured from outside grants to help improve the energy efficiency of almost 1,000 homes. Work has focussed on improvements to insulation, including loft and wall insulation, new doors, low energy lighting, double glazing, and in some cases, the installation of air source heat pumps and solar panels. All measures are designed to improve the energy efficiency of homes, reducing energy consumption which will save money on energy bills and make life more comfortable for tenants.</p><p>To ensure work stays on track, we have recruited a full-time Stock Condition Surveyor, who will carry out a rolling programme of surveys covering 100% of council homes, ensuring there is an up to date and complete picture of the condition of properties. This information will be used to evaluate what measures are required to bring each property up to EPC C.</p><p>In addition, the council has recently updated its new-build specification so that all new council homes will now include air source heat pumps, alongside the original specification for energy efficient windows, doors and insulation. This will ensure that the new build homes will achieve a minimum EPC B rating.</p><p>Alongside energy efficiency improvements, work will also focus on the natural environment looking at ways to encourage biodiversity such as wildflower meadows and tree planting to support the council’s Tree and Woodland Strategy.</p><p>Councillor Matthew Roche, the council's cabinet member for housing, said: “I am delighted to have this strategy in place to increase the energy efficiency of our council homes providing our tenants with warmer homes and cheaper fuel bills. We have increased the amount of funding we are putting in through more investment and by raising funds from other sources.</p><p>“We are working hard to listen to tenants’ needs and achieve a balance of work to provide good energy efficiency as well as continuing to improve the standard of homes through other planned work such as new bathrooms and kitchens where needed.”</p><p>Councillor Chris McEwan, deputy leader and portfolio holder for climate change added: “This is an ambitious strategy that will help to future proof our housing stock for years to come with extra measures to improve energy efficiency and explore alternative heating technologies.</p><p>“As part of our aim towards net zero by 2040, we monitor the wider borough emissions and are encouraging residents and businesses to join us on this journey.      <title>Gloucester Landlords facing EPC crackdown</title>

The council is also set to introduce fines for landlords where homes don’t meet energy efficiency standards and whose Energy Performance Certificate (EPC) rating is below an E.</p><p></p><p>Homes with low EPC ratings take longer to warm up and lose heat quicker, meaning energy bills can be higher and residents are exposed to cold related illnesses.      <title>Medway backs Home Upgrade Grant to improve energy efficiency and cut heating bills</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>Medway residents are being given a chance to save money on energy bills and reduce carbon emissions under a new scheme. </p><p>The Home Upgrade Grant Phase 2 is being delivered across the region through the Greater South East Net Zero Hub, with the support of Medway Council which is encouraging eligible residents to apply.</p><p>The grant funds energy efficiency improvements and clean heating systems in low-income households, targeting the most inefficient off-gas grid heated homes in England, in an effort to tackle fuel poverty and help meet the UK’s 2050 Net Zero commitment.</p><p>To qualify, households must either be situated in a pre-qualified postcode area or have either a gross household income of no more than £31,000, or an equivalised income where cost of living is below £20,000 after rent or mortgage costs.</p><p>The home must also be heated by alternative fuels including electricity, oil, liquid propane gas, and solid fuels. The energy efficiency criteria will be determined by the Energy Performance Certificate (EPC) rating of the property and residents will be supported with this part of the eligibility process during application.</p><p>Residents will also be provided with a free EPC where they do not already have one.</p><p>Local installers in each region will guide customers through the application journey, helping them understand and establish eligibility for the scheme.      <title>Home Upgrade Grants Available to Improve Energy Efficiency in Oxfordshire</title>

<p>Oxfordshire County Council (OCC) has been awarded fundingnbsp;under the Home Upgrade Grant Phase 2 (HUG2) scheme. HUG2 is a government-backed scheme running from April 2023 to March 2025, providing energy efficiency measures and low-carbon heating for low-income households.</p>
<p>Itrsquo;s open to owner-occupiers and private renters living in the worst-performing, off-gas grid homes. The aim is to tackle fuel poverty by upgrading energy-inefficient homes and make progress towards the UKrsquo;s 2050 net zero target.</p>
<p>The criteria for the grant is that your home has annbsp;<a href="http://www.epcchoice.com">Energy Performance Certificate</a>nbsp;(EPC) rating of D, E, F or G or your home doesnrsquo;t have a mains gas supply, or you donrsquo;t use gas as your main heating source. For example, you use electricity, oil, LPG or solid fuels as the main heating source for your home.</p>
<p>And you have a total household annual income of pound;39,000 or less (before housing costs/bills) or you receive a?means-tested benefit, subject to approval.</p>

Specialist lender Paragon Bank has announced rate reductions on six of its five-year fixed rate buy-to-let mortgage products.







<p>The bank has lowered rates by 20 basis points (bps) on its fee-free five-year fixes, with rates starting at 6.10% for single self-contained (SSC) properties with energy performance certificate ratings of lsquo;Arsquo; to lsquo;Crsquo;. The rate increases by 5bps for purchasing or remortgaging properties with EPC ratings of lsquo;Drsquo; or lsquo;Ersquo; and 20bps for houses in multiple occupation (HMOs) and multi-unit blocks (MUBs).</p>
<p>The products are available at up to 75% loan-to-value (LTV), previously 65%, and interest coverage ratios (ICRs) are calculated to align with initial rates.</p>

<p>Also reduced by 10bps were the lenderrsquo;s 5% fee five-year fixed options, with rates starting at 5.15% on the green product, 5.20% on the standard SSC, and 5.40% for borrowers purchasing or remortgaging HMOs or MUBs. The products are available at up to 75% LTV and ICRs are calculated at 5.50%.</p>
<p>Paragon Bank said the mortgages are available in England, Scotland, and Wales, and are suitable for portfolio landlords ndash; those with four or more buy-to-let mortgaged properties ndash; applying through limited company structures or in their personal name.</p>

This essentially means that any property with an Energy Performance Certificate (EPC) rating lower than an 'E' cannot legally be let, a standard set to rise to a minimum 'B' rating by 2030.</p>
<p>However, Scotland has its own regulations: The Climate Change Act Scotland 2009 (Section 63) and The Assessment of Energy Performance in Non-Domestic Buildings (Scotland) Regulations 2016. These laws necessitate property owners to enhance energy efficiency and cut carbon emissions across non-domestic/commercial buildings. The regulations are different from England and Wales in that there's no minimum EPC rating to sell or lease a building over 1000msup2;. The focus instead is on matching or surpassing the 2002 Scottish Building Regulations.</p>
<p>For all non-domestic properties in Scotland, an EPC is necessary upon construction, sale, or lease. This document, valid for ten years, can be reproduced during that period if needed. The EPC must be generated by an accredited non-domestic energy assessor.</p>
<p>Key aspects of the Section 63 legislation:</p>
<p>1. Applies only to the sale or lease of buildings in Scotland.<br />2. Only concerns buildings or building areas/floors over 1,000msup2; (10,764ftsup2;).<br />3. An EPC for the building must be provided.<br />4. Where needed, a Section 63 assessment will be carried out, identifying improvements, and an Action Plan will be produced.<br />5. If improvements are made, a new EPC can show compliance with Section 63.<br />6. If improvements have not been carried out, the Action Plan outlines the steps for compliance, to be carried out within 42 months.<br />7. The EPC and Action Plan must be prepared before any negotiations.<br />8. EPCs and Action Plans should be given free of charge to potential buyers or tenants.<br />9. If no improvements have been made before the sale or lease, fines can be imposed.</p>
<p>If a building owner decides not to complete the improvements within 42 months, they can postpone by lodging a Display Energy Certificate (DEC), which offers information on the building's actual metered energy use and associated carbon emissions. This DEC must be lodged annually until the improvements are carried out.</p>
<p>Please note that EPC ratings between Scotland and England and Wales might not align due to differences in rating systems and calculation methodologies. For instance, a 'C' rating in England does not necessarily translate to a 'C' rating in Scotland.</p>
<p>There are exceptions to Section 63, including buildings with a floor area of less than 1,000msup2;, temporary buildings with a life span of two years or less, workshops and agricultural buildings with low energy demand, prisons, young offender institutions, and buildings under the Green Deal scheme.</p>
<p>Future changes are expected in the legislation, with England and Wales preparing to increase the minimum EPC rating to a 'B' by 2030. In an effort to provide more competitive options to borrowers, the company has reduced rates across its two-year fixed-rate products and introduced a new seven-year fixed-rate product with a focus on environmentally friendly properties.</p>
<p>The lender has lowered rates by 20 basis points on all two-year fixed-rate products within its standard, limited company, house in multiple occupation (HMO), and multi-unit freehold block (MUFB) ranges. For standard and limited company borrowers with a loan-to-value (LTV) ratio of 75%, the two-year fixed-rate now stands at 5.29% with a 2% fee. Similarly, the HMO and MUFB two-year fix at 75% LTV is now priced at 5.39% with a 2% fee.</p>
<p>Additionally, Fleet Mortgages has introduced a new green seven-year fixed-rate product designed for properties with an energy performance certificate (EPC) rating of 'C' and above. The rate for this product is 4.99% at 75% LTV for standard and limited company borrowers, and 5.09% for HMO and MUFB borrowers. The fee for these seven-year options is 2%, which is a 1% reduction compared to the lender's previous non-green seven-year fixed-rate product.</p>
<p>In addition to these changes, Fleet Mortgages also offers a range of five-year fixes with various LTV options and a green five-year fix at 75% LTV. They also have tracker and green tracker products available up to 75% LTV.</p>

Landlords of private rentals are required to have an Energy Performance Certificate (EPC) of band E or above since April 2020, or they could be fined under law. However, between April 2020 and early 2023, there were almost 400 confirmed breaches of these regulations, and only 26 breaches resulted in fines during this time period.</p>
<p>Camden Council, the only London council included in the data, carried out a review this year on the issue and found that 99 properties in the borough currently did not comply with the EPC ratings. The council has issued all 99 properties with compliance notices, and they have 28 days to respond. If they fail to do so, a fine will be issued.</p>
<p>The lack of energy standards in rental properties is especially concerning for students living in poorly insulated accommodation. Some multi-occupancy properties (HMOs) are exempt from the EPC requirements, leaving students vulnerable to damp or mould in their homes, and less than half of them have double glazing. SOS UK is calling for the Government to close the loophole and ensure all properties, including homes of multiple occupancy, require energy performance certificates. Councils need more support to enforce regulation, especially to uphold energy standards in the face of the cost of living and climate crises.</p>

     <title>Covid 19 -  EPC is still required for Sales and Lettings</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>HM Government published guidelines on the 2nd April which confirmed that an EPC would still be required for sales and letting of both commercial and domestic property. In summary the advice to all surveyors including those undertaking EPCs is as follows -nbsp;</p>

For domestic and non-domestic building owners, including landlords, sellers and freeholders
<p>An EPC is a legal requirement when a property is sold, let or constructed and must be completed by an accredited assessor using standard assessment procedures.</p>
<p>Advice for people to stay at home and away from others means that you should not invite unnecessary visitors into your home, or into those you let to tenants.</p>
<p>Where a property is occupied, parties must endeavour to agree that the transaction can be delayed, so that an EPC assessment can proceed when stay-at-home measures to fight coronavirus (COVID-19) are no longer in place.</p>
<p>If moving is unavoidable and the parties are unable to reach an agreement to delay, and a valid EPC is not available fromnbsp;<a class="govuk-link" href="http://www.epcregister.com/" rel="external">the register</a>, an assessment may need to be conducted. In these circumstances, government guidelines on staying away from others to minimise the spread of the virus must be followed alongside thenbsp;<a class="govuk-link" href="https://www.gov.uk/government/publications/further-businesses-and-premises-to-close/further-businesses-and-premises-to-close-guidance#work-carried-out-in-peoples-homes">guidance for carrying out work in peoplersquo;s homes</a>.</p>
<p>EPC assessments can continue in cases where your property is vacant.</p>
<p>Landlords should also see further information on coronavirus (COVID-19) and the enforcement of standards in rented properties.</p>
<p>No assessments should take place if any person in the property is showing symptoms, self-isolating or being shielded ndash; if securing an EPC is critical you should seek to reschedule your appointment when it is safe to do so in accordance with Government guidelines on staying away from others.</p>

     <title>FiT Cut partial Reprieve</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>In a document published this morning, the government confirmed small scale renewables will still see deep cuts, with solar feed-in tariffs falling by as much as 63.5 per cent from 8 February.</p>
<p>DECC confirmed it would cap annual new spending for the feed-in tariff at pound;100m by the end of 2018/19 as set out in the consultation. However, it said new evidence which came forward during the consultation period has allowed it to reduce the severity of planned cuts.</p>
<p>In a surprise move, the government also announced it would reintroduce pre-accreditation for solar PV and wind generators over 50kW, as well as all hydro and anaerobic digestion plants, afternbsp;<a href="http://www.businessgreen.com/bg/news/2425244/feed-in-tariff-pre-accreditation-set-to-be-scrapped-next-month" target="_blank">scrapping the mechanism in September</a>.</p>
<p>The government said it had made the changes after listening to feedback from the public and industry.</p>
<p>"My priority is to ensure energy bills for hardworking families and businesses are kept as low as possible whilst ensuring there is a sensible level of support for low carbon technologies that represent value for money," said Energy and Climate Change Secretary Amber Rudd in a statement.</p>
<p>"We have to get the balance right and I am clear that subsidies should be temporary, not part of a permanent business model. When the cost of technologies come down, so should the consumer-funded support."</p>
<p>DECC also confirmednbsp;<a title="RO response" href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/486091/20151216_Small_scale_solar_PV_government_response_FINAL.pdf" target="_blank">separately</a>nbsp;todaynbsp;that it will end support for all new solar farms supported through the Renewables Obligation scheme from 1 April 2016, including installations smaller than 5MW in capacity as part of its drive to trim consumer spending on renewable energy.</p>
<p>The feed-in tariff outcomenbsp;<a title="Feed in tariff" href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/486082/FITs_Review_Govt__response_Final.pdf" target="_blank">today confirmed</a>nbsp;sub 10kW solar schemes will see payments fall by 63.5 per cent instead of the 87 per cent cut proposed in the original August consultation proposals, which industry insiders had predicted would mark the demise of the sector in the UK.</p>
<p>DECC said sub-10kW solar schemes will now receive 4.39 pence per kilowatt hour (kWh) in February instead of 12.03p/kWh under the current scheme.</p>
<p>PV systems with a capacity of 10-50kW will see their tariffs fall by nearly 58 per cent to 4.59p/kWh instead of 10.90p/kWh under the current policy.</p>
<p>However, despite the improvements announced today, the government's own impact assessment predictsnbsp;that between 9,700 and 18,700 solar jobs could be lost as a result of the changes.</p>
<p>Meanwhile, the wind energy industry also saw a more favourable outcome than expected, with the government confirming sub 100kW machines will receive 8.54p/kWh in February, which represents a drop of nearly 38 per cent.</p>
<p>DECC also confirmed that it will retain a small level of support for turbines larger than 1.5MW, offering 0.86p/kWh instead of ending the tariff all together. However, this still represents a cut of 65 per cent from current levels.</p>
<p>The government said it was able to soften the cuts after receiving "robust" evidence from more than 100 respondents to the consultation on the real costs of installing renewable energy projects. It admitted the original plans, drawn up by consultancy Parsons Brinckerhoff, were based on limited data.</p>
<p>DECC predicts the new cuts will still enable solar schemes to secure a 4.8 per cent rate of return, with wind receiving 5.9 per cent and 9.2 per cent on offer for hydro.</p>
<p>The news is likely come as a relief to some parts of the renewable energy industry, as the government had threatened to close the feed-in tariff scheme altogether if it could not cap government spending on feed-in tariffs at pound;75m to pound;100m from 2016 to 2018/19.</p>
<p>Solar industry insiders had argued that they could become subsidy free by the end of the decade if the government retained an adequate level support for the technology over the coming years.</p>
<p>Paul Barwell, chief executive of the Solar Trade Association, offered a cautious welcome the changes. "Government has partially listened. It's not what we needed, but it's better than the original proposals, and we will continue to push for a better deal for what will inevitably be a more consolidated industry with fewer companies," he said in a statement.</p>
<p>He said the new tariff levels were "challenging" but added that solar still could prove a good investment for some home owners.<br /> <br /> "Our initial analysis shows solar is still worth considering if you consider the wider benefits such as the increased value to your home," he said. "Homeowners can also benefit by changing the way they use their generated electricity through higher day-time usage or via storage which is now a rapidly developing market."</p>
<p>Greenpeace UK energy campaigner Barbara Stoll said the government had "swapped a blunt axe for a sharp scalpel" in softening the blow to industry.<br /> <br /> "With costs falling, demand rising, and post-Paris momentum growing, the UK solar sector will see off the government's attacks," she said. "The question is how many more jobs, investments, and business opportunities are we wasting because of George Osborne's incoherent policies.<br /> <br /> "If the government is as committed as it claims to be to the Paris climate deal, then solar is one of the cheapest and safest way for the UK to deliver on it."</p>
<p>Green MP Caroline Lucas welcomed the government's changes, but warned they were still "deeply damaging".</p>
<p>"Rather than really rethinking these disastrous and deeply unpopular plans ministers will inflict serious damage on an industry which creates thousands of jobs and is a vital part of a zero carbon future," she said.<br /> <br /> "The Government's strong words on climate change ahead of the Paris summit are being revealed to be nothing short of bluster and spin. Ministers happily take credit for being being climate champions on an international stage while flagrantly undermining the renewable industry here at home.nbsp;<br /> <br /> "Solar is popular and cost effective- and the price is rapidly dropping. To cut support at this stage not only dashes hopes of Britain leading the way in meeting the 1.5 degree target set in Paris last week, but also risks putting thousands of people of of work."</p>
<p>The STA's Barwell said the new incentive levels meant that solar was likely to remain a good investment for business customers, particularly given the reintroduction of pre-accreditation, which makes it easier for firms to confirm the level of support they will receive for larger projects, and growing corporate adoption of decarbonisation strategies in the wake of the Paris Agreement.</p>
<p>"Commercial rooftop solar has been a small but growing part of the solar rooftop market," he said. "However, even with these lower tariffs, the nature of high electricity self-consumption and a maturing commercial market should ensure solar is still a good choice for many power-hungry businesses across the UK looking to reduce their bills and use the empty space on their roofs."</p>
<p>However, the trade body also voiced concerns at the introduction of a new "cost control" mechanism that puts a cap on the amount of solar that can be deloyed each quarter. It warned that unless the new mechanism is well married it could lead to the emergence of a "stop-start" market. nbsp;</p>

     <title>FiT Cut Reprieve</title>

We received a lot of responses back so wersquo;ll take some time obviously to go through those before we publish that response.rdquo;</p>
<p>However when pressed, the department sought to clarify that this response was meant to refer to the changes to the feed-in tariff itself rather than the consultation response, which the department still hopes to publish before the end of the year.</p>
<p>The department is understood to be sorting through more than 55,000 responses following a huge backlash to the industry. Energy minister Andrea Leadsom said last week that just over 2,500 were considered ldquo;detailed responsesrdquo;.</p>
<p>DECC also looked to address confusion over the standstill period that has to be observed. As any changes to the feed-in tariff order ndash; which is secondary legislation ndash; require a statutory instrument, if the change is considered negative then 40 days notice must be given.</p>
<p>It was unclear whether this referred to 40 normal days, working days or parliamentary days which, given parliamentary recesses, could result in substantial differences.</p>
<p>A DECC spokesman confirmed to Solar Power Portal that these changes would require 40 parliamentary days. Parliament is scheduled to adjourn for Christmas between 17 December and 5 January 2016, and later between 11 February and 22 February 2016.</p>
<p>Therefore depending on when a response is forthcoming, it could be until March 2016 that the feed-in tariff rate is amended to new proposals, far beyond the 1 January date set out in the impact assessment.</p>
<p>If the consultation response was published on 7 December 2015, the new rate would not come into effect until 25 February 2016 at the earliest.</p>
<p>Last month energy regulator Ofgem published the new feed-in tariff rates which will come into force on 1 January 2016 pending new legislation, revealing the rate for a standard installation up to 4kW in size to be 12.03p/kWh.</p></div></content>

     <title>Government Energy efficiency scheme cut</title>

<p>Delivering his Autumn Spending Review, the Chancellor announced a host of new green policy measures, which he said were designed to back up the government's belief that "going green should not cost the Earth".</p>
<p>In a surprise move, Osborne announced the Energy Company Obligation (ECO) scheme will be replaced by a "cheaper domestic energy efficiency scheme" intended to save 24 million households an average of pound;30 a year on their energy bills. He also revealed the Renewable Heat Incentive (RHI) scheme will be reformed in a bid to reduce the cost of the subsidy programme by pound;700m.</p>
<p>In addition, he confirmed both the Department of Energy and Climate Change and the Department for Environment, Food and Rural Affairs (Defra) will face steep spending cuts, but stressed funding would increase for a host of green infrastructure projects, such as flood defences and rail electrification.</p>
<p>Treasury documents confirmed the ECO scheme, which sees energy firms fund energy efficiency upgrades for fuel poor and hard to treat households, would be replaced from April 2017. "The new scheme will upgrade the energy efficiency of over 200,000 homes per year, saving those homes up to pound;300 off their annual energy bill, tackling the root cause of fuel poverty and delivering on the government's commitment to help one million more homes this parliament," the Treasury stated.</p>
<p>It added that the new scheme would run for five years and have a value of pound;640m per year, rising with inflation.</p>
<p>However, energy efficiency campaigners have previously argued the government's plan to improve one million homes during the parliament marks a 78 per cent reduction on the number of upgrades delivered during the previous parliament. The energy efficiency sector has also warned recently thatnbsp;<a title="National Insulation Association says 2,000 green jobs lost due to energy efficiency policy 'void'" href="http://www.businessgreen.com/bg/analysis/2432168/national-insulation-association-says-2-000-green-jobs-lost-due-to-energy-efficiency-policy-void" target="_blank">jobs are being lost</a>nbsp;as a result of the surprise axing of the Green Deal financing scheme in the summer and a slowdown in the rate of ECO improvements.</p>
<p>The Energy Bill Revolution campaign, which is backed by a number of green businesses and has been leading calls for domestic energy efficiency to be made an infrastructure priority, said the budget for the new scheme represented a sharp reduction in the amount being spent on energy efficiency.</p>
<p>The group said annual spending through ECO had now fallen from pound;1.3bn to pound;800m in 2013 and would now fall again to under pound;650m.</p>
<p>"Despite pledging to re-build Britain, the Chancellor has failed to allocate any of the pound;100bn infrastructure fund to help re-build the 21 million British households with poor energy efficiency," said Ed Matthew, director of the campaign, which is backed by 200 charities and businesses. "What is worse is that he has cut the existing and inadequate funding for energy efficiency under the ECO. This condemns millions to continue living in cold homes, damages our energy security and makes it all but impossible to meet future carbon budgets. It is short term thinking of the worst kind that will cost thousands of lives, lead to higher energy bills in the long term and increase pressure on the NHS."</p>
<p>Shadow Energy and Climate Change Secretary Lisa Nandy also accused Osborne of effectively cutting funding for energy efficiency upgrades. "It's extraordinary that the Chancellor has announced huge cuts to home insulation on the very same day we discovered that thousands of people died last winter because of the scandal of cold homes," she said. "By slashing investment in energy efficiency yet again millions of families will be left paying more for their energy bills and people will suffer."</p>
<p>Writing on Twitter, Richard Howard of think tank Policy Exchange noted the new scheme's pound;640m a year budget was "well below the pound;1.2bn pa required to hit fuel poverty targets".</p>
<p>The proposed changes come as the Committee on Climate Change prepares to publish its latest advice on the UK's carbon budgets later this week. In recent updates the independent advisory body has warned the UK's fourth carbon budget for the mid 2020s is at risk of being breached unless the government accelerated progress on a number of fronts, including improvements to domestic energy efficiency.</p>
<p>There was better news for the non-domestic energy efficiency sector, however, as the Treasury said it would provide pound;295m over five years to improve the energy efficiency of schools, hospitals and other public sector buildings. Moreover, around pound;300m of funding is to be made available for up to 200 heat networks that will generate enough heat to support the equivalent of over 400,000 homes and leverage up to pound;2bn of private capital investment.</p>
<p>However, uncertainty remains over the future of the RHI, after Osborne declared reforms would "save pound;700m", while Treasury documents showed funding will increase to pound;1.15bn through to 2021, while reforms would "improve value for money" and deliver projected savings of almost pound;700m over the period.</p>
<p>"By the end of the Parliament the government expects to have incentivised enough additional renewable heat to warm the equivalent of over 500,000 homes," it added.</p>
<p>The precise details of how the scheme will be reformed are yet to be disclosed and industry insiders remain fearful that without a more significant increase in funding the sector will struggle to meet its renewable energy targets.</p>
<p>Earlier this month, it emerged the UK wasnbsp;<a title="Energy minister expects UK to miss renewables target, leaked letter shows" href="http://www.businessgreen.com/bg/news/2434039/energy-minister-expects-uk-to-miss-renewables-target-leaked-letter-shows" target="_blank">no longer on track</a>nbsp;to meet its legally binding goal of sourcing 20 per cent of its energy from renewables by 2020, largely because of slower than expected progress in deploying renewable heat technology. A leaked letter revealed Energy and Climate Change Secretary Amber Rudd had written to a number of cabinet ministers urging them to support calls for increased support for renewable heat.</p>
<p>In addition to the surprise announcements on the future of ECO and the RHI, Osborne confirmed a series of green policy and spending moves that had been widely anticipated.</p>
<p>He confirmed DECC would see its day-to-day resource budget fall by 22 per cent, but stressed spending on energy research would double, with a particular focus on small modular nuclear reactors, while support for low-carbon electricity and renewables is expected to more than double and tax revenues from the nascent shale gas industry would be diverted to a new Shale Wealth Fund.</p>
<p>And he highlighted the government's commitment to protecting energy intensive industries from green policy costs, declaring that it would "permanently exempt our Energy Intensive Industries like steel and chemicals from the cost of environmental tariffs, so we keep their bills down, keep them competitive and keep them here".</p>
<p>The Chancellor also announced energy generation would be excluded from venture capital tax breaks, in order "to ensure that they remain well targeted at higher risk companies". A series of moves to limit energy projects access to tax breaks has been slammed by community energy groups, which have argued that the changes make it harder to raise funds for small to medium scale renewable energy projects. A number ofnbsp;<a title="Community energy groups threaten legal action over Treasury's tax relief changes" href="http://www.businessgreen.com/bg/news/2436219/community-energy-groups-take-legal-action-over-treasurys-tax-relief-changes" target="_blank">community energy groups this week revealed</a>nbsp;they were considering legal action over the limited notice the government provided ahead of the changes.nbsp;</p>
<p>Separately, Osborne underlined the government's support for next week's Paris Climate Summit. "We support the international efforts to tackle climate change, and to show our commitment to the Paris talks next week, we are increasing our support for climate finance by 50 per cent over the next five years," he said.</p>
<p>And he again stressed that infrastructure investment remained a priority, detailing plans for new spending on new roads, rail electrification and flood defences. "Defra's day-to-day budget falls by 15 per cent in this Spending Review, but we're committing over pound;2bn to protect 300,000 homes from flooding," he said.</p>
<p>Finally, Osborne declared the government would continue to support the development of Ultra Low Emission Vehicles, and would respond to the recent emissions scandal by delaying the removal of a diesel supplement on company cars that imposes an additional charge on diesel cars until 2021.</p>
<p>Green Party MP Caroline Lucas said the Chancellor had failed to respond to "the biggest challenge of our time".</p>
<p>"The CSR should have been climate-proofed, with all spending commitments assessed as to whether they help cut carbon emissions - but instead we've seen the gutting of both the Department for Energy and Climate Change and the Department for the Environment," she said. "The Chancellor announced the largest road building programme since the 1970s and new support for nuclear power and fracking, all at a time when we should be redoubling our efforts on public transport and renewables."</p>
<p>However, Josh Fothergill, policy and practice lead at the Institute of Environmental Management and Assessment, said the Spending Review's focus on security and attempts to integrate issues such as health and social care, devolution and infrastructure underlined the importance of sustainability.</p>
<p>"Ring-fencing spend on flood resilience, an enhanced focus on apprenticeships and skills, new energy research schemes and making investments in transport infrastructure on a scale not seen since the 1970s are all positive moves," he said.      <title>Why it's not just policy uncertainty threatening future of renewable heat</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>That is the conclusion of a major new report from the Energy Technologies Institute (ETI), which comes in the same week as the government admitted slow progress in rolling out renewable heat technologies was putting the UK's legally-binding green energy target for 2020 at risk.</p>
<p>The report, entitlednbsp;<a title="Smart Systems and Heat Consumer challenges for low carbon heat" href="http://www.eti.co.uk/wp-content/uploads/2015/11/3501-Consumer-Insights.pdf" target="_blank">Consumer Challenges for Low Carbon Heat</a>, investigated some of the consumer-related barriers to installing a range of renewable heat technologies, including solar thermal panels and ground source heat pumps.</p>
<p>The study warned the deployment of renewable heat technologies has been hampered by both location constraints that require many homes to be modified so that low carbon heating systems can work effectively, as well as a range of consumer concerns about the cost and comfort implications of switching from gas boilers.</p>
<p>The report identified three "key consumer challenges" that will need to be overcome if low carbon heating systems are to be deployed at scale.</p>
<p>First, there was a need to improve low carbon heating "experiences" by developing products are clearly superior to nbsp;conventional boilers.</p>
<p>Second, low carbon heating systems should be easier to install. "Workable low carbon heating solutions should be designed so they can be installed in a similar timeframe to a gas boiler," the report stated.</p>
<p>Finally, improved heating controls will be required to convince people to switch from conventional boilers, the report said.</p>
<p>According to the ETI, currently fewer than four per cent of households have low carbon heating systems. This demands a step change in the rate of installation of renewable heat technologies over the coming decades if the UK is to meet its carbon targets.</p>
<p>"The UK will need to all but eliminate emissions from domestic heating if it is to meet its carbon targets," warned report author Matthew Lipson, who is also head of consumer insight at the government-backed Energy Systems Catapult.</p>
<p>"Previous measures to reduce emissions have been relatively simple, cheap and delivered benefits," he said.</p>
<p>"But the options currently available to make further step-change reductions would require households to endure more disruption for less obvious benefits."</p>
<p>The report comes amid growing concern the UK will struggle to meet its legally-binding target to secure 15 per cent of energy from renewable sources by 2020, largely as a result of slow progress deploying renewable heat and transport fuel technologies.</p>
<p>Energy and Climate Change Secretary Amber Rudd confirmed this week the UK was on track to source just 11.5 per cent of its energy from renewables by the end of decade, adding that she was keen to see policies strengthened to accelerate the roll out of renewable heat systems.</p>
<p>However, the Department of Energy and Climate Change is reportedly also under intense pressure from the Treasury to cut spending with the extension of the Renewable Heat Incentive scheme beyond 2017 a potential casualty of any cuts.</p>
<p>The ETI report also highlights how even with increased financial incentives for renewable heat systems, barriers will remain in place until a wider range of enhanced products come onto the market.</p>
<p>"Any solutions will need to be underpinned by sound engineering; high quality design; appropriate technical, consumer and economic regulation; and financially viable business models," Lipson said. "But ultimately they will need to be appealing, simple to install and easy to control."</p></div></content>

<p>Energy and Climate Change Secretary Ed Davey said:</p>

<p>Wersquo;re helping families keep warmer for less ndash; driving bills down by encouraging more competition between energy suppliers and making over one million homes more energy efficient.</p>
<p class="last-child">Households up and down the country are reaping the benefits of a warmer home thanks to the Green Deal Home Improvement Fund. And now, with more money available, thousands more can benefit.</p>

<p>More than 25,000 households have already received a voucher for The Green Deal Home Improvement Fund since it launched in June 2014. For the third release of funding, money has been increased for the two measures offer. Domestic energy customers will be able to receive:</p>
<ul>
<li>up to pound;3750 for installing solid wall insulation;</li>
<li>and/or up to pound;1250 for installing two measures from an approved list;</li>
<li>up to pound;100 refunded for their Green Deal Assessment;</li>
<li>up to pound;500 more if applying within 12 months of buying a new home.</li>
</ul>
<p>The pound;70 million for the third release will be available for applications for solid wall insulation and/or the two measures offer until all the funding is allocated.</p>
<p>Energy and Climate Change Minister Amber Rudd said:</p>

<p>This winter the government has helped people save money while keeping warm - taking an average of pound;50 off household bills and making it quicker and easier to switch supplier. But to cut bills every winter people need to use less energy.</p>
<p class="last-child">Wersquo;ve already improved over one million homes to make them more energy efficient and we want to help more. Thanks to the Green Deal Home Improvement Fund thousands of families will enjoy lower bills and a warmer home for years to come.</p>

<p>Martin Lewis, founder and editor of MoneySavingExpert.com, says:</p>

<p>Therersquo;s nothing that generates action better than free cash ndash; which is what effectively the Home Improvement Fund is. So yet again demand is likely to be huge - the first time it was done pound;120m went in six weeks, then pound;24m went within 48 hours, so this time I suspect pound;70m to last not much longer than a week.</p>
<p class="last-child">Irsquo;d suggest anyone who has already had a Green Deal assessment to be ready to pounce to make sure they arenrsquo;t left out in the cold. For those who havenrsquo;t but are interested, first do a quick online check which will tell you if itrsquo;s worth getting an assessment, if it is, then try and arrange one as soon as possible.</p>

<p>To complete the two-stage application process, householders will need:</p>
<ul>
<li>A Green Deal Advice Report (GDAR) or Energy Performance Certificate (EPC) that is less than two years old;</li>
<li>A quote from a GDHIF registered installer or provider for work specified on the GDAR or EPC and included on the list of GDHIF approved measures; and</li>
<li>Proof of property ownership (for landlords/undertakings only) Householders are encouraged to get more than one quote, particularly when they are having expensive work done, to make sure they are getting the best deal available.</li>
</ul>
<p>The up to pound;70 million available for release 3 is part of the additional pound;100 million for household energy efficiency announced in October 2014. This funding is in addition to the pound;450 million already allocated to household energy efficiency from 2014 ndash; 17.</p>
<p>In providing a fund to householders the Green Deal Home Improvement Fund will create job opportunities for the energy efficiency sector as a whole. More than 1100 Green Deal authorised businesses are currently registered to provide work under the scheme.</p>

Customers who have purchased the property to be improved within the last 12 months may be eligible for an additional pound;500 home buyerrsquo;s bonus. The home buyerrsquo;s bonus and rebate towards the cost of a Green Deal Advice Report is subject to a successful voucher application, the installation of the eligible measures through the Green Deal Home Improvement Fund, and compliance with the scheme terms and conditions.</p>
<p>5.To be eligible to apply and complete the two stage application process, householders will need to:</p>
<ul>
<li>Have a valid Green Deal Advice Report or EPC which must have been carried out in the two years prior to application;</li>
<li>Apply for GDHIF eligible measure(s) recommended on their assessment report or EPC; and</li>
<li>Apply for a voucher by filling in an application form and providing a quote for the improvements from a registered GDHIF installer or provider. Landlords (or other undertakings) will also need to provide proof that they own the property/ies to be improved.</li>
</ul>
<p>6.Voucher payment claims will be accepted from 1st April 2015, with payments for successful claims likely to take up to 20 working days. To submit a voucher claim for payment, householders will need to:</p>
<ul>
<li>Have the improvements installed by a Green Deal Installer or Provider registered with the scheme;</li>
<li>Redeem your voucher before it expires via the claims process set out on the terms and conditions. The voucher must be completed and signed by you and the Green Deal Installer or Provider ndash; with copies of the invoice(s) and, if appropriate, the Green Deal Assessment Report invoice; and</li>
<li>Have met the schemersquo;s terms and conditions</li>
</ul>
<p>7.Householders can apply to the third release of GDHIF until the pound;70 million available is allocated for either solid wall insulation and/or the two measures offer at which time the scheme will automatically close.</p>
<p>8.Weekly statistics will be published for GDHIF Release 3</p>
<p>9.Households cannot apply for GDHIF if they are already getting money back for the same improvements through other schemes eg the Energy Company Obligation, Green Deal Communities, Green Deal Cashback or the previous releases of GDHIF.</p>
<p>10.Landlords and tenants can apply for the scheme provided they are paying for more than 50% of the total costs of the improvements themselves. <p>The UK Green Building Council (UK-GBC) has criticised the news and the processes, stating that it is aldquo;clear illustration of the stop-start policy regimerdquo; around energy efficiency. The organisation added government needs to learn from the ldquo;ongoing debaclerdquo; that long-term drivers are needed for the market, such asnbsp;<a href="http://blueandgreentomorrow.com/2014/12/03/autumn-statement-failure-to-link-stamp-duty-to-energy-efficiency-missed-opportunity/">linking energy efficiency to stamp duty</a>, to avoid ldquo;constant boom and boostrdquo;.</p>
<p>Richard Twinn, policy and public affairs officers at the UK-GBC, said,nbsp;ldquo;These piecemeal pots of funding may be generous for householders but create uncertainty to the industry from one week to the next.</p>
<p>ldquo;As one of the most expensive measures, itrsquo;s no wonder funding for solid wall insulation has proved so popular. Solid walled properties are among the oldest and least energy efficient, and have received little support from other government schemes. <p>Up to pound;30 million in vouchers will be available and details of further releases will be announced on a quarterly basis with the next release expected in February 2015. This is part of the additional pound;100 million for household energy efficiency measures announced in October 2014 which is in addition to the pound;450 million already allocated to household energy efficiency over 2014 ndash; 17.</p>
<p>The pound;30 million will be split into two categories:</p>
<ul>
<li>Up to pound;24 million for solid wall insulation;</li>
<li>Up to pound;6 million for two measures from a list of home improvements available under the scheme.</li>
</ul>
<p>Once the funding under each category has been committed, no more applications will be taken for that category ndash; though applications will still be taken for the other category if funds are still available.</p>
<p>The Green Deal Home Improvement Fund launched in June and has already provided vouchers for more than 20,000 households. Through this second release of funding, domestic energy customers can now receive:</p>
<ul>
<li>up to pound;4000 for installing solid wall insulation;</li>

<li>Apply for a voucher by filling in an application form and providing a quote for the improvements from a registered GDHIF installer or provider. Landlords (or other undertakings) will also need to provide proof that they own the property/ies to be improved.</li>
</ul>
<p>6.Voucher payment claims will be accepted from 12th January 2015, with payments for successful claims likely to take up to 20 working days. To submit a voucher claim for payment, householders will need to:</p>
<ul>
<li>Have the improvements installed by a Green Deal Installer or Provider registered with the scheme;</li>
<li>Redeem your voucher before it expires via the claims process set out on the terms and conditions. The voucher must be completed and countersigned by the Green Deal Installer or Provider ndash; with copies of the invoice(s) and, if appropriate, the Green Deal Assessment Report invoice</li>
<li>Have met the schemersquo;s terms and conditions</li>
</ul>
<p>7.Of the pound;30m for applications for this funding release, up to pound;24m is available for solid wall insulation applications and up to pound;6m for two measures applications. Money back for the Green Deal Assessment Report and the Home Buyers Bonus, where relevant, will come from the main offer applied for except when the customer applies for both main offers in which case funding comes from solid wall insulation funding. When the available money has been committed in completed applications for either solid wall insulation or the two measures offer, the scheme will automatically shut to applications for those measures. DECC may vary the terms of the scheme (including the incentive rates), or suspend or close the scheme with immediate effect and without notice and at any time.</p>
<p>8.Weekly statistics will be published to provide initial information on GDHIF release two to assist businesses and households. This will be reviewed in January. Figures will not be published during w/c December 22nd.</p>
<p>9.Households cannot apply for GDHIF if they are already getting money back for the same improvements through other schemes eg the Energy Company Obligation, Green Deal Communities, Green Deal Cashback or the first release of GDHIF.</p>
<p>10.Landlords and tenants can apply for the scheme provided they are paying for the improvements themselves. Landlords/undertakings are subject to de minimis thresholds for State Aid: they canrsquo;t receive more than euro;200,000 in total (approximately pound;160,000) of government funding in three fiscal years.</p>
<p>11.Green Deal authorised installers and providers only may register to deliver the scheme. This is to maintain the Green Dealrsquo;s high standards of consumer protection. Companies wishing to register should contact the Green Deal Oversight Registration Body. <p>12.DECC may vary the terms of the scheme (including the incentive rates) or suspend or close the scheme, with immediate effect, without notice and at any time. The improvements, which come into force today, will see higher RHI tariff rates for biomass heat projects and solar heating. This is in addition to crucial new support for air source heat pumps, biomass combined heat and power (CHP) and deep geothermal. Biogas capacity limits also will be extended beyond 200 kilowatt hours. The RHI pays organisations and homes for every unit (kWh) of useful heat produced using eligible <a title="click for latest renewables news" href="http://greenwisebusiness.co.uk/renewables.aspx">renewable</a> <a id="itxthook0" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/renewable-heat-incentive-more-businesses-to-benefit-as-changes-come-into-force-4341.aspx" rel="nofollow">technologies</a>.<br /><br />The Renewable Energy Association (REA) welcomed the changes to the non-domestic RHI first announced by the Government<a href="http://greenwisebusiness.co.uk/news/underperforming-renewable-heat-incentive-to-get-more-support-4188.aspx"> in December</a>.<br /><br />"World-leading"
REA chief executive Dr Nina Skorupska said: "The RHI is now a truly world-leading renewable energy policy. Almost all renewable heat applications are now supported under the scheme, offering <a id="itxthook1" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/renewable-heat-incentive-more-businesses-to-benefit-as-changes-come-into-force-4341.aspx" rel="nofollow">businesses</a>greater choice than ever before on how to sustainably meet their heating needs."
<br />The changes follow the <a href="http://greenwisebusiness.co.uk/news/renewable-heat-incentive-for-homes-opens-4302.aspx">April launch </a>of the domestic RHI and come in the wake of an underspend of the RHI budget in its first year. The improvements also follow lobbying from industry for changes to RHI <a title="click for latest green policy news" href="http://greenwisebusiness.co.uk/policy.aspx">policy</a> in the face of what Energy Minister Greg Barker claimed were "low levels of uptake" for certain renewable technologies.<br /><br />New tariffs
Key changes to the scheme include a new tariff for deep geothermal heat at five pence per kilowatt hour (p/kWh); a specific tariff for biomass CHP of 4.1 p/kWh of eligible heat produced, and support for air to water heat pumps (AWHP) set at 2.5 p/kWh.
<br />Tariffs will be set at 5.9 p/kWh for biogas installations with a thermal capacity of between 200 to 600 kWth and 2.2 p/kWh for those greater than 600kWth.
<br />To boost take up of large biomass, tariffs for installations greater than 1MWth will be increased to 2.0 p/kWh, while ground source heat pumps will be moved off a banded tariff onto a single tariff with the first tier at 8.7 p/kWh and the second tier at 2.6 p/kWh. <br /><br />The Solar Trade Association (STA) provided evidence to Government in support of increasing the 'value for money caprsquo; for renewable energy support programmes, which has enabled support for solar water heating to increase to 10p/kWh.<br /><br />Stuart Elmes, chair of the STA Solar Thermal Working Group, said: "The extra support for solar heating means that the economics will now stack up for more projects. More swimming pools, sports centres, food factories and hospitals will now be able to afford year-round heating from the sun."<br /><br />Wood Heat Association
Also lending its voice to support the policy changes was the newly formed Wood Heat Association (WHA), an affiliate association to the REA founded by wood heat <a id="itxthook2" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/renewable-heat-incentive-more-businesses-to-benefit-as-changes-come-into-force-4341.aspx" rel="nofollow">companies</a> seeking to establish a single trade body to represent the modern UK wood heating industry, from equipment manufacturers and installers to fuel producers and distributors.<br />In regards to the changes Julian Morgan-Jones, Interim Chairman of the WHA, said: "The revised cost control mechanisms more closely match real world deployment and will ensure that wood heat can maximise its contribution to cost-effective emissions savings and renewable energy targets."
<br />Morgan-Jones has previously outlined the importance of the RHI to the WHA. "Our number one focus is securing the future of the RHI beyond 2016. Beyond that, we are also working to professionalise the industry so it is well equipped to tackle the challenges ahead."

     <title>Green Deal assessments fall by 20 per cent</title>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>The number of households applying for assessments under the Green Deal fell by 21 per cent in December, compared with the previous month, to just over 12,000. Assessments are no guarantee that the measures will be taken up. The Government said the reduction in the number of assessments was due to the Christmas break, but winter is the prime time for households to consider insulation.<br /><br />By the end of December, according to figures published by the Department of Energy and Climate Change on Tuesday, only 626 households had measures installed and financed by the flagship scheme, whereby householders can gain loans to install energy efficiency measures such as cavity wall insulation. A total of 1,612 households had active 'Green Deal' plans in progress, of which 626 were complete.<br /><br />However, the number of households receiving 'cashback' under the Green Deal rose to more than 10,500, and the 8,773 cashback applications that had been paid for amounted to pound;2.5 million. To receive cashback deals, it is not necessary for households to fulfil all of the insulation improvements that are applicable under the deal. Most of the cashback applications were for boiler replacements, which qualify for help under the terms of the deal but make a relatively small impact on overall energy use, partly because many households are already under-heating their homes because of high energy costs.<br /><br />The Green Deal is the coalition's flagship <a title="click for latest energy efficiency news" href="http://www.greenwisebusiness.co.uk/energy-efficiency.aspx">energy efficiency </a><a title="click for latest green policy news" href="http://www.greenwisebusiness.co.uk/policy-and-regulation.aspx">policy</a>, but has been much criticised because it requires households to take out loans to install insulation measures, at commercial rates though with a guarantee that over 25 years the <a id="itxthook0" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/green-deal-assessments-fall-by-20-per-cent-4225.aspx" rel="nofollow">savings</a> in energy should cover the cost.<br /><br />The mechanism was intended to run in tandem with the Energy <a id="itxthook1" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/green-deal-assessments-fall-by-20-per-cent-4225.aspx" rel="nofollow">Company</a> Obligation (ECO), by which energy companies must pay a small proportion of their profits towards efficiency improvements to people living in fuel poverty and social housing. That adds to the bills of other consumers, however, and was the focus of the Prime Minister's wrath when he allegedly called on advisers to "cut the green crap" from energy bills. The amendments to the ECO mean energy companies have had their obligations to cut energy use relaxed for the next two years. Recent polling has found energy companies are even less popular than banks.<br /><br />After several delays, the Government's 'Green Deal' mechanism was finally launched at the end of last January. But the take-up figures have been far less than the Government hoped.<br /><br />Paul King, chief executive of the UK's Green Building Council, said: "This latest set of figures, coming a year since the policy launched, should come as a wake-up call to Government that the Green Deal is not delivering in its current form."<br /><br />He said: "Government must recognise energy efficiency as a national infrastructure priority and be prepared to delve into its purse to make its flagship policy more appealing through stronger incentives and more attractive <a id="itxthook2" class="itxtnewhook itxthook" style="background-image: none; background-color: transparent; font-style: normal; display: inline; font-size: 100%; font-weight: normal; text-decoration: none; border: transparent 0px; padding: 0px;" href="http://www.greenwisebusiness.co.uk/news/green-deal-assessments-fall-by-20-per-cent-4225.aspx" rel="nofollow">finance</a> options."<br /><br />However, if the Government improves any of the terms associated with current Green Deal loans, it will face pressure to improve the terms for people who have already taken out loans at a less favourable rate.</p></div></content>

     <title>Latest Green Deal  ECO stats</title>

The 13,967 GD Assessments in September was seven per cent higher than the number in August (13,086), although there were slightly fewer Assessments in August than in June or July. <br /><br />Green Deal Plans ndash; 954 Green Deal Plans had at least reached the lsquo;quote acceptedrsquo; stage for individual properties as at the end of September, compared to 677 at the end of August. Of these, 392 were lsquo;newrsquo; quotes for GD Plans (quote accepted), 505 had moved to lsquo;pendingrsquo; (Plan signed) and 57 were lsquo;liversquo; (measures installed) (Chart 2<br /><br />Cashback vouchers ndash; by the end of September, 9,087 had been issued and, of these, 6,512 vouchers had been paid (following installation of measures) with a value of nearly pound;1.8 million (Chart 3). The majority of vouchers paid to date were in June and virtually all have been for boiler replacements.<br /><br />ECO measures - provisional figures, which are routinely subject to further checks by Ofgem, show there were 244,882 measures installed under ECO up to the end of August (measures data takes longer to report and there is therefore an additional lag of one month). The number of measures installed in August (49,964) was 11 per cent higher than the number of measures installed in July (44,923) and continues the growth in recent months (Chart 4).<br /><br />The majority of all measures installed under ECO to date were for loft insulation (36 per cent of all ECO measures), cavity wall insulation (33 per cent) and boiler upgrades (25 per cent). All solid wall insulation types accounted for four per cent (Chart 4a).</p>

<p>ldquo;A total of 9,268 Green Deal assessments taking place in just over two months is very encouraging and shows a genuine interest from consumers. The Green Deal gives people the opportunity to improve the efficiency of their homes, make them warmer and protect themselves from rising energy bills.</p>
<p>ldquo;The number of businesses getting on board continues to rise steadily, underlining that the Green Deal offers fantastic new commercial opportunities.</p>
<p>ldquo;In all, 48 firms are now authorised as providers, with a further 831 registered to carry out installations and over a thousand individuals registered to offer assessments. This is a really promising start for the Green Deal.rdquo;</p>
<p>The scheme was launched on 28 January to a slow start, with only 1,729 assessments carried out in February.</p>
<p>ldquo;The DECCrsquo;s latest update is really encouraging,rdquo; said Plumb Centerrsquo;s head of sustainability Tim Pollard. ldquo;In the past few months the Green Deal has really started to take off and we hope the enthusiasm for it continues.</p>
<p>ldquo;Green Deal provides great opportunities for homeowners and landlords to reduce their energy costs ndash; generating demand for installersrsquo; expertise, which is good news all round.</p>

<p>The Green Deal Finance Company (GDFC) has also confirmed the details of the financing agreements which it signed on 12 March with a major group of stakeholders, the DECC and the UK Green Investment Bank.nbsp;</p>

     <content  type="xhtml"><div xmlns="http://www.w3.org/1999/xhtml"><p>Researchers running Sheffield Solar Farm, which was launched in August 2010, say 98 per cent of more than 2,000 systems involved in the scheme are working to their specifications <a id="itxthook1" class="itxtnewhook itxthook" href="http://www.greenwisebusiness.co.uk/news/solar-panels-perform-better-than-expected-twoyear-study-shows-3645.aspx" rel="nofollow">across the UK</a>.<br /><br />Hundreds of homeowners and commercial organisations across the country have been uploading their energy generation figures to the projectrsquo;s specially created website for two years, giving experts an unrivalled insight into the performance of the different types of systems available.<br /><br />Dr Alastair Buckley, a lecturer from the Universityrsquo;s Department Physics and Astronomy, was surprised to find so many of the photovoltaic systems ndash; which turn light energy into electricity ndash; were so successful.<br /><br />He said: "There are basically three main technology types that have been deployed in the <a id="itxthook2" class="itxtnewhook itxthook" href="http://www.greenwisebusiness.co.uk/news/solar-panels-perform-better-than-expected-twoyear-study-shows-3645.aspx" rel="nofollow">UK</a>, and they are all working well ndash; that is rsquo;to specrsquo;. They do what they say on the tin most of the time.<br /><br />"About two per cent of systems we have data for are clearly under-performing, all the rest fall within a broad distribution with the obvious factors such as local climate and roof orientation controlling the energy yield.<br /><br />"We would have expected more systems to be under-performing ndash; but it seems that the UK weather, with its lack of direct sunshine, actually makes installations less sensitive to orientation than might be expected."<br /><br />The project, which hopes to help the UK lead the way in photovoltaic research and boost our knowledge of renewable energy, has attracted over pound;420,000 of funding from the energy industry and research councils and will continue until at least 2015.<br /><br />Dr Buckley and his team believe the future of solar energy in the UK lies either on the nationrsquo;s roof tops or in its fields.<br /><br />"Roof tops offer no conflict in terms of land use but are harder to install and maintain," added Dr Buckley. Solar farms provide a potential higher level of performance as optimum locations can be chosen and systems are easier to maintain at ground level but they potentially displace land that could have been used for farming or recreation."<br /><br />He continued: "Costs are continuing to fall and most people now agree that solar energy is important for the future. As system costs continue to fall more and more people will be able to get a system. I think there will be a number of break points in the future, when typical systems can be installed at prices that more and more people can afford. Itrsquo;s not just the return on investment thatrsquo;s important for solar, but the actual price of the system."<br /><br />Aldous Everard, also of the Universityrsquo;s Department of Physics and Astronomy, and who also runs the Sheffield Solar Farm, added: "With the rising price of our utilities and concerns over climate change, people are having to become more interested in their energy usage and its production. The roll out of the solar photovoltaic industry has meant that the public are able to become energy producers as well as consumers. <br /><br />"This means they can reduce the country's emissions from energy generation.<br /><br />"We need to get information to these new energy generators so they can find out if what they are doing is working and how to best manage the systems they have. As a country we need to know what the actual production is from these systems. Databases like ours will help the public get more knowledge, as well as the Government and industry, so we can establish what can really be achieved through this technology."</p></div></content>
